Berlin advocates self-determination and acceptance of sexual diversity

The Berlin initiative stands up for self-determination and acceptance of sexual diversity was adopted by the Berlin Senate at its meeting on February 16, 2010. The initiative is based on an action plan adopted by the House of Representatives in April 2009. In this, several working groups with the participation of representatives of various non-governmental organizations (NGOs) had specified a package of measures to combat homophobia . Back in November 2008, the Berlin-Brandenburg Lesbian and Gay Association, after several violent attacks, demanded an action plan against homophobia from the Berlin Senate.

Goal and content

The aim of the initiative is to initiate a comprehensive process of addressing homophobia in society and to bring about a positive change towards acceptance and respect for sexual diversity. It's about dealing with differences in an appreciative way.

To combat homophobia, 2.1 million euros are available in Berlin in 2010 and 2011. This is used to finance training, advice and campaigns and support civil engagement. The money is used, for example, to

  • Key persons in schools and child and youth welfare, employees in the police, psychologists and therapists train and further educate,
  • To train management staff in administration,
  • carry out various studies in order to improve the scientific knowledge,
  • to promote the dialogue between different groups in the Berlin immigration society, but also in sport.

In March 2011 the Berlin-wide campaign "Berlin loves - respect makes it possible" was launched to bring the topic of sexual diversity to the public.

Broadcasting of the Berlin initiative to the federal states and beyond

Thanks to its model character, the Berlin initiative acts as an example of good practice far beyond Berlin. The text of the resolution is circulating both at national and European level in government and non-governmental organizations. Only recently, the initiative received attention at European level at the LGBT and Education conference that took place in Brussels under the Belgian Presidency.

At the national level, Hamburg also started extensive measures in the school sector under the title "Acceptance of sexual diversity" in the 2010/11 school year.

The interior and legal committee of the Kiel state parliament in Schleswig-Holstein distributed the Berlin resolution text in a reprint of the state parliament in October 2010. On November 22nd, 2010 the cabinet in North Rhine-Westphalia passed an “Action Plan against Homophobia”. According to press spokesman Christoph Meinerz from the responsible Ministry for Health and Emancipation, it is primarily about education, but concrete projects should also be implemented. In December, a planning group met for the first time, in which representatives from politics, associations and ministries as well as experts from practice take part. The action plan is to be drawn up by the end of 2011 and put into practice by 2012 at the latest. In Saxony-Anhalt , various social groups are currently discussing an action plan for the state. Already in September 2009, Bündnis 90 / Die Grünen in Hesse submitted an application to the state parliament, which, however, was rejected by the CDU and FDP on January 14, 2010. At the federal level, Bündnis 90 / Die Grünen introduced key points for a national action plan against homophobia in the Bundestag in the 16th electoral term.

In 2014, the other federal states of Baden-Württemberg and Lower Saxony followed , drawing up action plans and adding interdisciplinary sexual diversity to their educational and curriculum.

The President of the German Teachers' Association, Josef Kraus , has criticized the initiative, citing the Basic Law, as a massive encroachment on parental upbringing rights : “The Basic Law places marriage and family under the special protection of the state and names education - including mediation of values ​​- expressly as the right of the parents. ”Criticism also came from the education policy spokesman for the Union parliamentary groups, Hans-Jürgen Irmer (CDU), who accused the initiative of perfidious manipulation of children. The DVCK eV sent a protest letter to Federal President Wulff , which states: “This matter is simply a scandal and an attack on the moral health of our children. Nothing else happens here than brainwashing in order to wipe out the Christian view of man, woman and family in the children. "

A survey by VelsPol and LSVD Berlin Brandenburg showed that the parties represented in the House of Representatives from 2006 to 2011 are unanimously behind the initiative, but the implementation is also viewed critically. Above all, the CDU and Bündnis 90 / Die Grünen criticize the concrete implementation of the initiative, with the Greens particularly criticizing the fact that not all the funds made available have been used and instead flowed back into the budget. Bündnis 90 / Die Grünen and Die Linke are particularly critical of the implementation in the field of education. The FDP describes it as a failure that no funds of the 2.1 million euros were used to further expand educational offers in schools.

New edition of the initiative 2012

In order to further promote the process, the parliamentary group of the left and the pirate group jointly developed a new initiative in 2012, “Berlin stands up for self-determination and acceptance of sexual diversity 2.0” with 52 points. Another proposal with a similar content was drawn up in parallel by the Greens. Instead of the announced further development of the ISV by the red-black Berlin coalition, cuts have been discussed since 2013.
