Live and act

After graduating from the Kgl. Thomaeum grammar school in Kempen on the Lower Rhine in 1906, Salzmann began studying law at the Albert-Ludwigs-Universität Freiburg , the Christian-Albrechts-Universität zu Kiel and the Westfälische Wilhelms-Universität in Münster and finished it in March 1910 with the 1. legal state examination at the Higher Regional Court in Hamm . In Münster, Salzmann became a member of the KStV Markomannia Münster in the Cartel Association of Catholic German Student Associations (KV) , of which he was a Philistine senior from 1952 until his death.

After the fall of the Nazi regime, Salzmann was initially dismissed from the public service by the Allied military government because he was classified as "Nazi-burdened". Salzmann was never a member of the NSDAP, but he was a member of sub-organizations. This included the National Socialist Flyers Corps , the Reich Federation of German officials , the National Socialist People's Welfare , the Nazi war victims , the National Socialist Rechtswahrerbund and the Nazi Reichskriegerbund . Nevertheless, he came back to public offices and in the post-war years belonged to the politicians of Westphalia with a high level of awareness and was considered popular. From 1945 to 1953 he was the last governor of the Westphalia Provincial Association , and from 1953 to 1954 the first director of the Westphalia-Lippe Regional Association .

Salzmann was president of the Westphalia-Lippe regional association of the German Red Cross from 1945 to 1959 .

The medical faculty in Münster awarded him an honorary doctorate in 1950 for his services to medicine in the field of public health care, and the University of Münster made him two years later on July 1, 1952 as part of the celebrations for the 50th anniversary of the revival of the University of Münster “In recognition of his special services to the promotion and development of the Westfälische Wilhelms-Universität and in recognition of the understanding support of the research work that is spatially linked to the province of Westphalia ”, to its honorary citizen. The German Red Cross honored him with the 1st and 2nd Class Badges of Honor and Federal President Theodor Heuss presented him with the Great Cross of Merit with Star of the Order of Merit of the Federal Republic . The Bernhard Salzmann Clinic for addicts in Gütersloh as part of the LWL Clinic is named after him.
