Plant security

As plant security is an internal service provider (to be security service ) called for a single company. The general task of plant security is to avert danger and damage to the company and its employees by maintaining safety and order.

Today computers , fire alarm systems , intrusion alarm systems , video surveillance systems and alarm systems have found their way into the control centers of the plant security . Security management systems, computer-aided facility management , building control technology and other applications are installed in security centers.

Training of employees

Legal minimum requirements

Working as an internal security employee does not require a minimum legal qualification. If plant security is outsourced to an external security service provider, these employees must be able to  prove that they have been instructed in accordance with § 34a GewO.

Qualification

The employees can further qualify beyond the legal requirements. Several plant security courses can be completed.

At the Chamber of Industry and Commerce , the “Certified Protection and Security Force (IHK)” exam can be taken. Relevant knowledge must be proven in a written and an oral part. Until the end of 2005 it was possible through the ordinance (Federal Law Gazette I, 1692) of April 1, 1983 to be examined by a chamber of industry and commerce as an "IHK-certified plant security specialist".

Service staff for protection and security

Since 2002 there has been a two-year apprenticeship as a service worker for protection and security , which enables school leavers to complete vocational training in the security sector. For people who have completed their vocational training, the apprenticeship period can be shortened to one year.

Specialist for protection and safety

Since 2002 there is the apprenticeship to a specialist for protection and security , which allows graduates to pursue vocational training in the security field. The training period is three years.

Master for protection and security

Another qualification is the "Master for Protection and Security" (formerly: Plant Security Master). In addition to the tasks of the specialist, the foremen also plan security and regulatory measures. Using security analyzes and concepts, proposals for the operational security policy or the planning and development of technical and structural security measures are created or existing ones are checked and updated.

Education

The academic entry is a corresponding bachelor's degree in the field of safety management. The reason for the desire for qualified training is to be found above all in the constantly increasing demands on the employees.

Legal duties and powers of the security staff

According to Section 13 of the  German Criminal Code (StGB ), the security employee exercises the guarantee obligation, i.e. the legal obligation to protect the company from an existing source of danger (so-called supervisory guarantor ). If the security employee does not comply with this obligation and a damaging event occurs as a result, the security employee will be prosecuted like the person who caused the damage. For this it is necessary that the offense is punishable by negligence. Example: negligent bodily harm through omission.

General description of the task

From a medium-sized company at the latest, there are company-wide work and procedural instructions, organizational guidelines and documentation regulations, for which the company is partly also legally responsible and is subject to the retention periods. Plant security employees are usually jointly responsible for compliance with and monitoring.

Often these obligations are not observed, accepted or correctly applied by the company's own employees. In these cases, plant security employees are the supervisory authority, provided that they have the corresponding competencies in addition to duties.

The security department represents the rights and, if applicable, the obligations of the owner (company) that have been assigned to them, and averts danger and damage from them through their work. The instructions of the plant security, which are in the general interest, must be followed. He is entitled to exercise domiciliary rights by delegating tasks (see also trespassing ).

Since plant security affects the interests of the company's employees through its instructions, the general tasks of plant security (rights and obligations) according to the Works Constitution Act are subject to co-determination by the works council .
