It was built at the same time as the city walls in the middle of the 14th century during the time of Bishop Preczlaw von Pogarell of Wroclaw , ruler of the principality of Neisse and vassal of the Bohemian King John of Luxembourg .

The fortifications of the city of Neisse included 4 towers and 28 bastions . They were torn down in the 19th and early 20th centuries, only two towers and a fragment of the city walls at the Bishop's Palace remained. An outer wall was once built, as reported in a message about the kennel between the defensive walls from 1414. Next to the towers were the four city gates, accessible by drawbridges. In 1428 the city walls saved the city during the Hussite Wars . Today, in place of the fortifications, a ring of green areas was created around the old town, the two towers stand alone in the middle of the new buildings.

The 33 m high tower was originally crowned with a protruding upper floor supported on consoles . Above it rose a masonry spire that was toppled during the Swedish Wars in 1642.

A Mannerist attic was built around 1600 with cannon loopholes in the lower part . The only entrance was at the height of the city wall. The ground level passage was only broken through in the second half of the 19th century when the city walls were demolished. Around 1930 a Mannerist portal from 1603 was built around the passage , which came from the community center "zum Patricier" on the market square. In the keystone of the portal is a relief with the head of John the Baptist , in both Pendentifs angelic figures. Cartouches with coats of arms are visible above the portal , in the middle the coat of arms of the Provost at the Breslau Cathedral , Bishop Johann VI. from Sitsch . The portal is flanked with Corinthian columns and pinacles .

The tower was registered on September 12, 1955 under 170/55 in the register of architectural monuments of the Opole Voivodeship.
