The Federal Association of Foreign Students (BAS) e. V. represents the interests of foreign and stateless students as well as students with a migration background in the Federal Republic of Germany . It is the nationwide association of foreign student representatives at German universities .

history

The association was founded in January 2002 in Bonn . The founding was preceded by a two-year founding process in which the different interests between the groups of foreign students and the structure of the future association were discussed. The foundation was suggested by the World University Service (WUS) and the "Project Foreigners Law in the IfSF" (from the Institute for Interdisciplinary Studies and Research eV ). The association also wants to tie in with the nationwide foreigner department meetings of the former Association of German Student Unions (VDS). The student representatives from the universities of Mainz , Hamburg , Trier , Bonn , Darmstadt , Kassel and Leipzig as well as the Niederrhein University of Applied Sciences played a key role in the establishment of the company .

The first speaker was Aiman ​​Mubarak, who was elected at the inaugural meeting in January 2002. He was replaced in March 2004 by Roufaou Oumarou, who had been a consultant on the board of directors for immigration law since it was founded and who held the position of spokesman until March 2007. Martin Menacher was then elected spokesman, who, however, only held office until November 2007 due to his election to the board of directors of the free association of student bodies . For the first time thereafter, a woman was elected speaker. Asel Ulukbek has been the BAS spokesperson since November 2007 and from April 2008 to April 2009 she headed a board that was predominantly female for the first time. In April 2009, Andreas Enver Marx, an educational resident with a migration background, became the speaker. In April 2010, Pei Xin Xian, a Chinese doctoral student, became the speaker. Pierre Vicky Sonkeng Tegouffo, who had been a member of the board since 2012, was elected in August 2014. In July 2016, Maimouna Ouattara, who had previously been social and organizational officer, was elected as spokesperson.

structure

The association is managed by a board of directors made up of international students who are elected annually at the federal delegates' assembly. The federal managing director (since January 2002: Johannes Glembek) leads the business. There are regional associations in individual federal states (e.g. North Rhine-Westphalia , Rhineland-Palatinate). Members are the student bodies of the German universities, which are represented by the respective representatives of the foreign students.

Regional associations

The meeting of foreign students (RaSt) NRW represents around 92,300 students. The RaSt brings together the "Foreign Nationals", the International Affairs and Internationalism sections of the General Student Committees (abbreviated: ASten) of the universities in North Rhine-Westphalia (NRW). The RaSt is part of the state ASten meeting North Rhine-Westphalia (LAT NRW) and the state association of the BAS. It stands up for the rights of foreign students. The main topics are the social and legal situation of foreign students in North Rhine-Westphalia and especially the tuition and supervision fees. The RaSt also dealt intensively with the abolition of preparatory colleges in North Rhine-Westphalia and the question of studies and tolerance. The meetings take place rotating at the universities in NRW and are convened by the LAT NRW coordination. These meetings are used for internal exchange, dealing with various content-related topics, decision-making and planning joint actions. A study and tolerance working group was founded together with the BAS.

Politics, projects

In its work, the association deals primarily with the social and legal situation, as well as with the integration of foreign students. The BAS was involved, for example, in the development of the “ National Integration Plan ” (science-cosmopolitan) and the “ German Integration Summit ”. In this context, the BAS made corresponding voluntary commitments and also campaigns among the student bodies for better integration of foreign students. The BAS is also involved in the action plan for the further development of the National Integration Plan. In addition, suggestions were made to improve the BAföG regulations. Above all, the activities against tuition fees and supervision fees , as well as against the fee-based language courses and the introduction of various entrance tests are part of the association's policy. Another goal is the commitment to study preparation close to the university and integrated into the universities. Instead of maintaining the preparatory colleges, the association calls for propaedeutics to be integrated into the universities. Together with the fzs , the BAS organizes the " festival contre le racisme " and tries again and again to address the issue of racism at the university . In the opinion of BAS, this topic is neglected and university managements do not take it into account sufficiently.

The association has included in its programmatic statements to advocate for students with a migration background. In particular, the BAS campaigned for better participation in education for students with a migration background. The BAS organizes regular networking meetings and advanced training events for the foreigners' departments . a. on immigration law, intercultural competence or rhetoric and project management. The BAS carries out projects for the integration of foreign students and is actively involved in projects for freshmen's work. In 2015, with the high number of people who fled to Germany with the intention of studying, the topic of "studying refugees" became the focus of work. The BAS was particularly committed to unbureaucratic access to higher education for refugees and the possibility of taking up studies even without appropriate documents and evidence if these are no longer available due to their flight.

International Relations

Through various projects, the association has good relationships , especially with student associations in Vietnam, and conducts joint projects and seminars there. The association primarily deals with foreign students at German university spin-offs, whom it regards as part of its clientele.
