The Cailly is a river in France that runs in the Seine-Maritime department in the Normandy region . It rises in the municipality of the same name, Cailly , initially drains in a south-easterly direction, then turns south and, after 29 kilometers, flows into the port basin of the Seine as a right tributary on the western outskirts of Rouen .
