Cailly is a French municipality with 790 inhabitants (as of January 1 2017) in the department of Seine-Maritime in the region Normandy . It belongs to the arrondissement of Rouen and the canton of Le Mesnil-Esnard (until 2015: canton of Clères ). The inhabitants are called Caillais .

Cailly is about 18 kilometers northeast of Rouen . Cailly is surrounded by the neighboring municipalities of Esteville in the north, Critot in the north and northeast, Yquebeuf in the east, La Rue-Saint-Pierre in the south and southeast, Saint-André-sur-Cailly in the south and Saint-Germain-sous-Cailly in the west .
