Elbeuf-sur-Andelle is a French municipality with 473 inhabitants (as of January 1 2017) in the department of Seine-Maritime in the region Normandy (before 2016: Haute-Normandie ). It belongs to the arrondissement of Rouen and the canton of Le Mesnil-Esnard (until 2015: canton Darnétal ). The inhabitants are called Elbeuviens .

Elbeuf-sur-Andelle is surrounded by the neighboring communities of Saint-Aignan-sur-Ry in the north and north-west, Le Héron in the north and east, Croisy-sur-Andelle in the south and south-east and Saint-Denis-le-Thiboult in the west and south-west .
