Manuel Ferraz de Campos Sales (born February 15, 1841 in Campinas , São Paulo , † June 28, 1913 in Santos , São Paulo) was a Brazilian lawyer, from May 1, 1896 to October 31, the third governor of the state of São Paulo, 1897 and from November 15, 1898 to November 15, 1902, fourth President of Brazil.

During his tenure, a means of combating the opposition and enforcing the sole rule of the leading oligarchies in the states was the so-called politics of the governors (Política dos Governadores). It was at the heart of the political process of the Old Republic. In the years immediately after the proclamation of the republic, the various oligarchic factions vied for power in their respective federal states. This situation led to sharp conflicts within the states.

At the federal level, regional power struggles caused strong factioning of political forces in Congress. This faction made it almost impossible for the president to organize a stable government majority. In order to avert the dangers that this problem posed for the governability of the country, President Campos Sales brought about a change in the rules governing the recognition of mandates in Congress. This allowed the leading oligarchic groups to withdraw their mandate from opposition candidates who had already been elected.

With the help of the “policy of the governors” the leading oligarchies were able to expand their position of power in the states. As a rule, the central authority did not intervene in the internal affairs of the states.
