Carl Tommy Cruz Gutierrez (born October 15, 1941 in Agana Heights , Guam ) is an American politician . Between 1995 and 2003 he was governor of Guam.

Career

Carl Gutierrez grew up during the Japanese occupation of his homeland and spent time there as a child in a Japanese concentration camp. He later graduated from San Francisco High School through 1960 . He then served in the United States Air Force between 1960 and 1965 . He later worked in data processing for the Guam government. He also ran his own consulting company. Between 1973 and 1986 and from 1989 to 1994 he was a member of the Guam legislature . At times he was president of this chamber. Since 1994 he has been a member of the tax committee. In 1977 he was president of a constitutional convention in the outer area. He also served as President of the Association of Pacific Island Legislatures and the Asian-Pacific Parliamentarian's Union .

In 1978, Carl Gutierrez ran unsuccessfully as an independent candidate for the office of governor of Guam. In 1993 he was elected as the Democratic Party candidate to succeed Governor Joseph Franklin Ada . After being re-elected, he was able to exercise this office between January 2, 1995 and January 6, 2003. In 2006 Gutierrez ran unsuccessfully in his party's primary election for his nomination for gubernatorial elections. In 2010 he won these primaries and was very narrowly defeated by Republican Eddie Calvo . The election was re-counted and contested. In the end, however, the result was confirmed.
