Claus Ruhe Madsen grew up north of Copenhagen and later on the Danish North Sea in Fjand. As the best in his year, he graduated from the Staatliches Gymnasium in Struer .

Originally for a year abroad, he went to the Ruhr area in Germany, where from 1992 to 1996 he was employed as a salesman and a year later as a branch manager at a furniture store . In mid-1996 he became a sales representative in the independence until it opened as a managing partner the furniture store "Furniture Vikings' early 1998th In 2019, the company employed around 100 people at five locations. In May 2012 he founded what was then Food and Fun GmbH , which was later renamed Mobilson GmbH and which has also been renting out mobile homes since 2017 . On May 31, 2018 he received the company honor for his special commitment to promoting the image of the city of Rostock.

In 2017, Claus Ruhe Madsen took over the organization of the Hanse Sunshine Tour , a support association in which more than 200 participants cycle together through the regions of Mecklenburg-Western Pomerania every year, collecting donations for children with cancer and chronically ill children.

As an honorary post, Madsen held the office of President of the Chamber of Commerce and Industry (IHK) in Rostock twice in a row from 2013 to 2019 and the position of Vice-President of the German-Danish Chamber of Commerce in Denmark for over four years . He is a member of the Rotary Club Warnemünde.

Madsen was reappointed to the SME Advisory Board at the Federal Ministry for Economic Affairs and Energy (BMWi) in September 2018 .

On September 24, 2018, he announced his candidacy for the mayoral election in Rostock in 2019 as a non-party individual applicant. However, he was supported by the FDP and CDU and, for the runoff election, by the Rostock electoral alliance UFR, to which the previous mayor Roland Methling also belongs. In the first round of the mayoral election in Rostock, he achieved 34.6% of the vote and thus entered the runoff election against Steffen Bockhahn from the Die Linke party . He won this election on June 16, 2019 with 57.1% of the votes cast, making him the first foreign mayor of a major German city . The NDR filmed a documentary about the first 100 days as Lord Mayor.

The swearing-in took place on August 28, 2019 in the Rostock citizenship.

Trade unions, Jusos and left-wing youth Solid strongly criticize Madsen because of his company's internal wage policy. This refuses to pay collective wages and even pays several hundred euros less than the usual collective wage to his employees. These statements led to public protests by employees, who justified this by saying that they would receive other perks. According to its own information, Madsen pays its employees 4% above the collective wage. Madsen also rejects works councils who, in his opinion, need "nobody".
