The Clingmans Dome , or Clingman's Dome , is a 2025 meter high mountain in the Great Smoky Mountains on the border of the US states of Tennessee and North Carolina and their counties Sevier and Swain . The top of the elevation forms the highest point in Tennessee and has been an observation tower on it since 1959 . The Clingmans Dome is located in the Great Smoky Mountains National Park and is the highest mountain in the USA east of the Mississippi River after Mount Mitchell and Mount Craig .
