In February 1932 he attended a course at the Reichsfuhrer School in Munich and was then leader of SS-Sturmbanns I / 14 (Gotha) until November 16, 1933. In March 1932, on the orders of Heinrich Himmler , he resigned all his party offices outside the SS.

On February 4, 1942, he was rehabilitated by Reichsführer SS Heinrich Himmler , as there were no allegations against him in any way. In order not to have to make another change at the head of the Bremen police, Ludwig was appointed to the staff of the Higher SS and Police Leader in Reichsgau Wartheland , where he was employed by the Reich Commissioner for the Consolidation of German Ethnicity (RKF). In May 1942 he was dismissed from the service of the Waffen SS. He remained SS leader in the RKF headquarters until February 1943, then became leader of SS Section V (Essen), which he remained until January 1, 1944. He then became an SS leader in the staff of the SS Upper Section Fulda-Werra and remained so until 1945. During this time, he was transferred to the SS Panzer Grenadier School in Kienschlag. For a short time he was later still in the war with the SS Regiment Westland. Shortly before the end of the war, on April 20, 1945, he was appointed SS Brigade Leader.
