Chulbul Pandey, a young boy, lives with his younger half-brother, Makhanchan “Makkhi” Pandey, stepfather Prajapati Pandey and mother Naina Devi in ​​Laalgunj, Uttar Pradesh. He has a troubled relationship with his stepfather and Makkhi. After 21 years, Chulbul becomes a police officer and describes himself as "Robin Hood" Pandey has a family. Makkhi is in love with Nirmala, whose father Masterji rejects the relationship. Chulbul falls in love with a girl named Rajjo, whom he meets while doing police work.

A corrupt politician named Chedi Singh meets Chulbul and they both quickly become enemies. Makkhi asks his father to arrange his marriage to Nirmala. His father refuses because he needs money to pay back the loans he took to build his factory, and he believes that if his son marries a rich girl, he can make money. In desperate need, Makkhi steals money from Chulbul's closet and gives the stolen money to Nirmala's father in hopes that he will allow Makkhi to marry Nirmala. Meanwhile, Chulbul meets Rajjo and proposes a marriage, which she refuses because she has to look after her father, Haria - a drunkard.

Chulbul comes home to find his mother dead. He goes to his stepfather to make peace as he is the only family left. His stepfather refuses and despises him as an outcast. Makkhi invites Chulbul to his wedding with Nirmala. Chulbul convinces Rajjo's father to marry her. Rajjo's father commits suicide knowing that his daughter will not marry anyone while he is still alive. Chulbul takes Rajjo to Makkhi's lavish wedding. Realizing that Makkhi stole his money to fund the wedding, Chulbul marries Rajjo in an impromptu ceremony. Nirmala's father feels dishonored and cancels his daughter's wedding.

Makkhi beats up one of the workers in his factory for a minor mishap. The worker goes to the police station with his mother to file a complaint. Chulbul beats up Makkhi in public to embarrass him. Chedi takes advantage of the situation and takes Makkhi with his father to the police station. Makkhi's father resolves the situation by accepting an apology from Chulbul. Chulbul meets Dayal Babu, a local political leader who also doesn't like chedi. With his help, Chulbul falsifies the Chedi breweries and falsely imprisons him for it.

In order to get revenge, Chedi burns Makkhi's factory. Makkhi's father has a heart attack from shock and is hospitalized. Makkhi goes to Chedi to seek help from him without knowing that it was Chedi that burned down his factory. Chedi agrees to fund his father's treatment if he delivers a box of mangoes to Dayal Babu's house. Unknown to Makkhi, inside the box is a bomb that explodes after he leaves and kills Dayal Babu. Chedi gives Makkhi the task of killing Chulbul. Makkhi accepts and confesses to Chulbul. He reveals to Chulbul that Chedi unwittingly let him plant the bomb. Chulbul forgives him and makes up with his stepfather. Makkhi then reveals to Chulbul that it was Chedi who killed her mother. Angry, Chulbul Chedi chokes to death. Later Chulbul lets Makkhi marry Nirmala in the presence of her father, while Rajjo reveals that she is pregnant.
