On the occasion of the 60th anniversary of the founding of the state of Israel, Waltraut Rubien established the foundation on May 14, 2008. The patron was the former ambassador of the State of Israel to Germany, Shimon Stein .

The foundation also wants to deepen economic cooperation between Germany and Israel, in particular between medium-sized companies in the fields of modern technologies, agriculture, handicrafts and tourism.

The foundation should also develop and promote training and exchange opportunities in Germany and Israel, especially between German universities and the Ben Gurion College and the Blaustein Institute for Economic Research. Topics from the areas of climatology and geology are to be dealt with, in particular the development of alternative energies and new irrigation methods as well as the development of agriculture in desert regions.

The extension of the Hamburg House in the Kibbutz Sde Boker, originally founded by David Ben-Gurion, was expanded to become a memorial and meeting place for young people.

Since it was founded in 2008, the foundation has supported the exchange of young people from Israel and Germany by promoting school partnerships and youth projects. In this context, a school partnership between the Lessing-Gymnasium (Berlin) and the Yitzhak Rabin School in Eilat was funded from 2010 to 2014 .

In 2015, the foundation financially supported the European Maccabi Games as a partner and supported the swimmer Patrick Kühl as a gaming partner.

From 2016 to 2019 partnerships between the Margaretha-Rothe-Gymnasium in Hamburg-Barmbek and the Neta Erez Waldorf High School Beer Sheva as well as between the Regine Hildebrandt-Gesamtschule in Birkenwerder (Brandenburg) and Yitzak Shamir High School Petach Tikwa were funded.

In 2017, an exchange between the business school at Oswaldsgarten in Gießen and the Hadassah Meurim Youth Village Netanya as well as between the Peter Weiss Comprehensive School in Unna and the Druze Friendship Highschool Yerha was funded. For this purpose, a cooperation was agreed with the François Maher Presley Foundation for Art and Culture until 2022.

In 2019, an exchange between the Kurt-Körber-Gymnasium in Hamburg-Billstedt and the Helmut-Schmidt-Gymnasium in Hamburg-Wilhelmsburg will be funded.

Since 2018 the foundation has taken on additional funding for German-Israeli school partnerships with the "Waltraut Rubien Funding", for which schools from all over Germany can apply.
