Dean Spielmann (born October 26, 1962 in Luxembourg ) is a Luxembourg legal scholar , former President of the European Court of Human Rights and Judges and since 2016 a judge at the General Court of the European Union .

Life

Spielmann was born in Luxembourg in 1962 as the son of the lawyer Alphonse Spielmann . At the Université catholique de Louvain he took up a law degree, which he successfully completed in 1988. The following year he joined the Luxembourg Bar Association. He continued his studies at the University of Cambridge , where he was a member of Fitzwilliam College . There he obtained a Master of Laws in 1990 . His thesis dealt with the question of the extent to which the provisions of the European Convention on Human Rights can apply to civilians.

From 1992 to 2004 he practiced the legal profession in Luxembourg, where he worked as a partner in a law firm since 2001. Between 1996 and 1998 he was a member of the board of directors of the national bar association. Furthermore, Spielmann was active in university teaching: as an assistant professor, he initially taught criminal law from 1991 to 1997 at his alma mater in Louvain . Further teaching positions later led him to the Center Universitaire de Luxembourg (1996-2004) and the University of Nancy 2 (1997-2008).

In 2004 he was elected judge at the European Court of Human Rights . His father was already a member of this court. On February 1, 2011, he was appointed chairman of the fifth section. On September 13, 2012, he also took over the post of Vice President. On November 1, 2012, he succeeded Nicolas Bratza as President of the Court of Justice. Both his term as President and Judge ended on October 31, 2015. In April 2016 he was appointed Judge at the General Court of the European Union and is President of the 5th Chamber of the General Court.

From 2000 to 2004 Spielmann was a member of the Advisory Commission on Human Rights of the Grand Duchy of Luxembourg and from 2002 to 2004 a member of the network of independent human rights experts of the European Union . He has been a full member of the Grand Ducal Institute since 2005, after having been an extraordinary member since 2002.
