Jean-Paul Costa (born November 3, 1941 in Tunis ) is a French lawyer and was President of the European Court of Human Rights from January 19, 2007 to November 3, 2011 .

Life

As a student, Costa attended the Lycée Carnot in Tunis and the Lycée Henri IV in Paris . He then studied at the Institute for Political Science in Paris and graduated there in 1961 with a diploma. He then moved to law school and obtained a Master of Laws in 1962 and a DESS in public law in 1964 . In the following two years, Costa studied at the ENA , an elite state school for administrative officials.

In June 1966 he was appointed auditor at the Conseil d'État . From 1968 to 1973 he lectured at the Institut d'études politiques de Paris . Until 1977, Costa worked as Deputy Director General of the Intergovernmental Bureau for Informatics (IBI) of UNESCO . After a brief interlude as a lecturer at the ENA (1978–1979) and chairman of the complaints committee of the Agency for Cultural and Technical Cooperation (1979–1980), he moved to the office of the French Minister of Education Alain Savary as director in 1981 . Costa stayed there until his resignation in 1984.

During the contract negotiations between France and Great Britain for the construction of the Eurotunnel , he led the French delegation between 1985 and 1986. From 1985 to 1989 he taught at the IIAP . He was then Associate Professor at the University of Orléans (1989-1998) and the University of Paris I (1992-1998).

He remained connected to the Conseil d'État for many years. Between 1966 and 1971, 1977 and 1980 and 1987 and 1989, Costa acted as rapporteur there. From 1989 to 1993 he was the owner of a chamber, then he took over the presidency of the 10th chamber. On November 1, 1998, he moved to the European Court of Human Rights . Here he rose to the position of Section President on May 1, 2000 and Vice President on November 1, 2001. On January 19, 2007, Costa succeeded the Swiss Luzius Wildhaber in the office of ECHR President. Upon reaching the age limit, he resigned from the court on November 3, 2011.
