The Deichverband Heede-Aschendorf-Papenburg is a dike association in the district of Emsland .
Association area
The Deichverband is responsible for an area to the west and east of the Ems in the municipality of Rhede and parts of the municipality of Heede and the city of Papenburg in the Emsland district. The area of the association includes all properties under the protection of the main dykes up to a height of +5.00 m above sea level including the higher ground elevations within this area.
The main dyke line in the area of responsibility of the dyke association is 32.6 kilometers long. It extends on the left side of the Ems from the general plan kilometer 48.2 at the border of the districts Emsland and Leer to the general plan kilometer 58.1 at the Borsum des Borsumer Siels pumping station and on the right side of the Ems from the general plan kilometer 58.1 at the Herbrum lock near Aschendorf to the general plan kilometer 70.9 on the border of the districts of Emsland and Leer near Papenburg.
The association area of the Deichverband Heede-Aschendorf-Papenburg borders in the north on the left of the Ems on the association area of the Rheider Deichacht and on the right of the Ems on the association area of the Overledinger Deichacht .

Association structure
The association is represented by a committee that is elected by the association members. The committee in turn elects a board of directors.
Members of the association are all landowners and leaseholders of the properties located in the association area.
