biography

Gallagher initially worked for many years as a primary school teacher and only began his political career as a candidate for Fianna Fáil in 1973 with the election of a member of the House of Commons ( Dáil Éireann ). There he represented the interests of the Mayo West constituency after five re-elections until 1989 .

After the Fianna Fáil won the general election on July 5, 1977, Prime Minister ( Taoiseach ) Jack Lynch appointed him Minister for the Irish-speaking territories ( Gaeltacht ) for the first time . He held this office until the end of Lynch's tenure on December 11, 1979. Lynch's successor Charles J. Haughey initially did not appoint Gallagher to his cabinet. However, he later took over in Haughey's government on October 15, 1980 and June 30, 1981, the office of State Minister in the Ministry of Industry, Trade and Energy.

In Haughey's second government he was first Minister of State in the Ministry of Social Welfare between March and October 1982, before he was again Minister for the Gaeltacht after a government reshuffle from October 27 to December 14, 1982.

Gallagher was most recently in Haughey's 3rd government between March 12, 1987 and July 12, 1989 Minister of State in the Ministry for the Gaeltacht. In 1989 he refused to run for the Dáil Éireann again and then left the government.
