action

Sixteen US NATO peacekeepers are killed by a US missile in Bosnia. The body of a soldier is discovered in the USA. The police officer Jack Cooper and his young colleague Peter La Pierre suspect that it was not an accident. They identify the deceased as Sergeant Miller who worked in the depot of a military base. Corporal Jennifer Vaughn is investigating the case on behalf of the military. Jack was with Jennifer's father in the Vietnam War, where he was killed. He and the young woman look forward to working together.

At night, masked men enter the military camp with trucks and steal truck loads full of weapons. Fourteen-year-old street boy Todd happens to be watching the leader in his devil mask. The teenager is beaten up and the rushing Jennifer is kidnapped. Jack and Peter are warned not to interfere in military investigations. So they're taking leave to find Jennifer on their own. They do research and discover fake inventory lists and criminal machinations by Major Bridges. Arms were moved abroad. Bridges, who was the man in the devil mask, shoots young Todd because he recognized him. However, Jennifer manages to save herself and meets Jack and Peter. The three of them escape a gas explosion that set Bridges off just in time. He takes a senator hostage, but is shot by Jack.
