Nine years ago a baby was strangled by an unknown man when Kathrin Bahro was babysitting there. After they noticed that someone had broken into the house, they immediately alerted the police and looked after the child who had just been strangled by the "ankle-bondage killer". Before he could kill Kathrin, the police arrived and the killer was able to flee. This could be captured a short time later due to Kathrin's precise description of the person.
Kathrin lived a reasonably normal life for nine years until she found out that the police were trying an experiment with prisoners, in which the aim was to release prisoners but always keep them under surveillance by the police using a device. The device has a radar, which is used to monitor the whereabouts of the prisoner. In addition, an electric shock device is attached, which gives the wearer a shock if the person is in the wrong place at the wrong time. The police want to make sure that the prisoner does not escape or commit a crime. When Ingo Brunner (the name of the murderer), who was arrested nine years ago on the basis of Kathrin's testimony, volunteers for the project, he only thinks of revenge.
