Dieter Rutsch (born March 15, 1934 in Neusalz ; † 2014 ) was director of the technical school (from 1981 institute ) of the GDR customs administration from 1972 to 1988 and since 1958 an unofficial employee of the GDR Ministry for State Security .

Life

Rutsch came from Lower Silesia . Nothing is known about his parents. From 1940 to 1948 he attended elementary school. After fleeing and being expelled , he came to Karl-Marx-Stadt and began an apprenticeship as a baker and confectioner in 1948 , in the same year he became a member of the FDJ . In the profession he learned, he worked at several jobs, including at the HO- Konditorei Karl-Marx-Stadt.

From 1951 to 1953 Dieter slip put at the Workers 'and Peasants' Faculty Berlin , the High School from. During this time he also became a member of the SED , where he appeared as a board member. In 1956, Rutsch passed the state examination in foreign policy at the German Academy for Political Science and Law "Walter Ulbricht" in Potsdam . In 1958 he began his service in the Office for Customs and Control of Goods Movement (AZKW). Here he first received basic training and passed through several border customs offices. From the end of 1958 to 1963 he was head of the international connections department at AZKW. In this function he was an unofficial employee (IM) of the main department (HA) VII of the Ministry of State Security of the GDR (MfS) with the code name "Christian Deger". From around 1964 to 1972 he worked in the customs headquarters in Berlin . 1972 Zolloberrat Rutsch became director of the college of the customs administration of the GDR in Plessow . Here Rutsch was active again until 1978 as IM of the HA VI of the MfS.

Dieter Rutsch was Dr. jur. after he wrote his 549-page dissertation as a customs inspector at the Potsdam Law School, “The real and task-related enemy image of the customs administration employee in the present”.

In 1988 Rutsch was released from his position. After it came to personal differences with his deputy and later head of the institute of the customs administration of the GDR , the officer in the special mission of the MfS Major Horst Bischoff and an incident of domestic violence against his wife at the institute, which was prone to drunkenness , became known as head of the institute of the customs administration of the GDR for the MfS no longer acceptable.

As IM of the MfS, Dieter Rutsch was, along with Horst Bischoff, a key pioneer for the close ties between the Institute of Customs Administration and the Potsdam Law School with its dogmatic state security guidelines and guidelines.
