Dollarthafen

The Dollarthafen was an unrealized port construction project in the Dollart Bay , which was supposed to give the city of Emden, with its then high unemployment of around 20 percent, an economic revival. Planning began in the early 1970s. The project failed in 1988 not only for reasons of environmental protection, but above all because of overly optimistic forecasts for economic development and financing problems. The follow-up project, called the outer port project , was also not implemented for economic reasons and officially ended in 1994.

The existing port of Emden has seen a sharp decline in cargo handling since the 1970s due to the economic situation . In addition, the fairway had to be permanently dredged because the depth of the fairway required for large ocean-going vessels is not ensured due to the heavy sedimentation of silt due to the tide . In addition, the sea ​​lock of 1913 no longer met the requirements of large shipping. Therefore, a major project was planned to eliminate these problems and also to give the city of Emden an economic upswing. Above all, the Netherlands affected by the large-scale project delayed the project not only for ecological reasons, but also because the border with Germany in the Dollart has not yet been clarified . On September 10, 1984, with the signing of the cooperation agreement in the area of ​​Ems and Dollart, as well as in the adjacent areas (cooperation agreement Ems-Dollart) in the Emden town hall between the Netherlands and Germany, the way was cleared for the implementation of the project, but the economic and financial conditions that developed at that time led to the termination of the Dollarthafen project.

The Dollarthafen basin was to be nine kilometers long and built as a deep-water port in the course of the Ems . This included a new sea lock, a greater depth of the fairway, which should make the previous lightening of the ships, i.e. the partial unloading - so that the draft is reduced, superfluous and an associated diversion of the Ems. But the cost savings calculated in the calculation for the dredging of the silt of 13,000,000 DM annually at that time as well as the creation of 24,000 new jobs turned out to be illusory. The originally estimated construction costs of 435 million DM increased according to a new calculation to 1.5 billion DM. Therefore, the planned start of construction in 1978 did not materialize; the project was finally discontinued in 1988.
