Filming permission
A shooting permit is the permission of the owner of a location to use it for a film or television recording.
Legal issues
The responsibilities for issuing filming permits are regulated differently by local authorities and depend on whether it is a question of federal highways , motorways or urban traffic areas . Generally that's clerk's office of the municipality in charge. Filming on public streets or squares is also subject to approval. Filming on public roads is only permitted if it is used within the scope of its public law dedication and therefore there is no special use . In some cases, authorities exempt small-scale filming - for example with shoulder cameras or steadicams - if they do not interfere with traffic.
The approval process includes, among other things, agreeing on all processes on the film set , as other conditions often have to be created that can restrict the owner of the motif . This includes, for example, cordoning off traffic areas and parking lots, laying cables and hoses, operating loud devices, spotlights and machines or shooting at night. The filming permit protects the film team from advertisements and disruptions within the framework of the agreements. The granting of a filming permit precisely describes the permitted filming locations and times and can be associated with a fee.

The city of Cologne, one of the most important German media locations, issued the most permits of all cities in 2017 with 932 filming permits. The productions include the action series Alarm for Cobra 11 , the school series Der Lehrer , the scripted reality series Der Blaulicht Report and Auf Streife - Die Spezial , the crime series SOKO Cologne , Marie Brand or Wilsberg , the soap opera Everything that counts or the Lindenstrasse .
A filming permit is also important for amateur filmmakers. This can be requested by the filmmaker in buildings or on squares, although these are publicly accessible. As a rule, it does not matter whether the recordings are later to be used commercially or not.
