Eduard Wilhelm Ludwig Heinrich Roscher (born August 16, 1838 in Ottensen , † February 8, 1929 in Hamburg ) was a German businessman and Hamburg senator.

Life

Heinrich Roscher's ancestors came from Lüneburg , where they worked as lawyers, politicians and administrative officials. The father Ludwig Johann Heinrich Roscher (1788–1863) worked as a businessman at Murck & Roscher in Hamburg. He had a wife named Lucie Henriette, née Hensel (1802–1878), who came from Ottensen , where the father of the family owned a country house. Roscher grew up in Hamburg and did a commercial apprenticeship at the trading and banking house Joh. Berenberg, Gossler & Co. He then became a businessman in the Roscher & Fetterlein company . Roscher got involved early on in various Hamburg associations and published for the customs connection between Hamburg and the German customs union . Because of these activities, he was elected to the Hamburg parliament in 1871 . Roscher belonged to the citizenry from 1871 to 1880 and from 1883 to 1888. Initially he held the office of school caretaker, but in 1873 Roscher was appointed to the lower court and later to the higher court. In 1876 he was elected to the finance deputation, which he was to belong to until his retirement. Roscher was the National Liberal Party candidate for the Reichstag in 1883 , but was unable to obtain a mandate.

Roscher played an important role in the planning of the Speicherstadt ; he was elected to the Execution Commission for the Speicherstadt, a joint commission of the Senate and the citizenship. At this point, he and Johannes Versmann negotiated the design and construction of the Speicherstadt. It was Roscher's idea to found a semi-public company that builds and operates the storage facilities, while the Senate makes the land available. To help his idea achieve a breakthrough, Roscher negotiated arbitrarily with Max von Schinckel from the Norddeutsche Bank in 1884 . The latter then submitted a contract offer that changed the basis for the establishment of the Hamburg Freeport Warehouse Society and thus for the construction of the Speicherstadt. In gratitude for this work, Roscher was elected to the Hamburg Senate on July 2, 1888, for the deceased Max Theodor Hayn . Roscher was a member of the Senate until he retired on March 15, 1909. In addition to his work in the finance deputation, he was mainly concerned with housing issues.

The African explorer Albrecht Roscher (born August 27, 1836 in Ottensen, † March 19, 1860 in Hisonguny on Lake Malawi) was his older brother.
