After completing his school visit, Hess first trained as a winemaker, later attended the viticulture school and then became a master winemaker. In 1948, at the age of 24, he was elected as a member of the municipal council of Fankel and as first deputy to the council of the Cochem-Land office. He also belonged to the district council - initially Cochem-Land, later Cochem-Zell - until 1979, with short interruptions. With his extensive knowledge as a master winemaker, he was a member of wine associations and committees, and from 1968 to 1975 he was chairman of the viticulture sector.

After the territorial reforms in Rhineland-Palatinate had been carried out on January 7, 1969, he was elected mayor of the newly created municipality of Bruttig-Fankel. Originally, the two neighboring communities Bruttig and Fankel only chose the name Bruttig as the new place name. In order to counteract this planning, Hess drove to the state capital Mainz to speak to the responsible ministry of the interior . There he successfully campaigned against the loss of the place name Fankel, so that the new community was not called Bruttig, but Bruttig-Fankel.

During his 11-year tenure as mayor, many construction projects were realized. The Peter-Altmeier-Moselle Bridge between Bruttig-Fankel and Ernst was completed in 1974. Other projects were the expansion of district roads , such as B. the K 36 , the implementation of the vineyard land consolidation and the development of new building land, the construction of a school, a new gym and a new sports field. For his services he was awarded the Order of Merit of the FRG on April 17, 1973, which was followed by the award of the Freiherr vom Stein plaque and the receipt of the coat of arms of the Cochem-Land community. After his early death at the age of 58, a large memorial stone with the coat of arms of the community, his name and the representation of the lines Bruttig-Fankel to the heights of the Hunsrück was erected in his honor at Kreisstraße 36, which runs between the two districts of Bruttig and Fankel , built. This street is popularly called "Egon Hess Memorial Street " .
