Federal popular initiative "Pro Service public"
The federal popular initiative “Pro Service public” was a popular initiative . The initiators wanted to improve the public service , which in their opinion had gotten worse, and stop a reduction. The sovereign voted on the bill in the week of June 5, 2016 and rejected it.

The public service includes basic services, particularly in the areas of public transport , post and telecommunications . The initiative wanted the federal government and state-affiliated companies such as Swisscom , Post and SBB not to strive for profit in the basic service, to forego cross-subsidizing other areas and not pursue fiscal interests. Employees of these companies should not have earned more than comparable employees of the federal administration.

The Federal Constitution is amended as follows:
Art. 43b Principles for basic services by the federal government
1 In the field of basic services, the federal government does not strive for profit, does not cross-subsidize other administrative areas and does not pursue any fiscal interests.
2 The principles in accordance with paragraph 1 also apply mutatis mutandis to companies that have a statutory mandate in the area of the federal government's basic service or that are directly or indirectly controlled by the federal government through majority shareholding. The federal government ensures that the wages and fees of the employees of these companies do not exceed those of the federal administration.
3 The law regulates the details; in particular, it distinguishes the basic service benefits from the other services and ensures that there is transparency about the costs of the basic service and the use of the corresponding income.

Election recommendation of the federal authorities
The Federal Council and Parliament recommend rejecting the initiative. The National Council rejected the initiative by 196 votes to 0 without abstentions, the Council of States with 43 votes to 0 without abstentions.

The initiative was rejected with 67.6% of the vote. All cantons have rejected the initiative.
