He then worked from 1892 to 1896 as an assessor at the Gelsenkirchen district office and then at the regional council in Münster. From November 9, 1899, he initially held the office of district administrator in the Siegen district. On June 12, 1900, he finally took over this position.

During his term of office, for example, the construction of the technical school for the iron and steel industry fell. From 1905 to 1919 Bourwieg was a member of parliament for the constituency of Siegen, most recently for the national liberal German People's Party (DVP), in the Westphalian provincial parliament.

On November 1, 1919 Bourwieg announced his resignation as district administrator, which he officially announced on October 16, 1919. This was the first and only resignation of a Prussian district administrator in the Siegerland.
