North Rhine-Westphalia

In North Rhine-Westphalia the district council of a district appoints a general representative for the district administrator from the leading full-time officials of the district . He bears the official title of District Director and must have the qualification for judicial office or higher administrative service as well as several years of practical experience in a full-time administrative activity appropriate to the office. The main statutes of the respective district can determine that the district director is elected by the district council for a period of eight years. Lower Saxony

In Lower Saxony, in addition to the main administrative officer ( district administrator ), other senior officials can also be appointed in accordance with the main statutes. For the non- representative representation of the district - this is taken care of by the honorary deputy district administrators - the district administrator has a general deputy. If the district administrator is unable to attend, his general representative takes his place in accordance with Section 81 (2) sentence 4 NKomVG .
