The specialist officer (in short: Fachof ; French officier spécialiste (of spéc) ; Italian ufficiale specialista (uff spec) ) is a member of the teams , non-commissioned officers or senior non-commissioned officers in the Swiss Army (with the exception of professional non-commissioned officers and professional non-commissioned officers, these can be for legal reasons even with the highest qualification do not achieve an officer degree), who is temporarily or permanently entrusted with officer functions and deployed accordingly due to special knowledge, aptitude or skills if necessary.

Specialized officers are highly specialized civilians, but also teams, NCOs or higher NCOs with special specialist knowledge (mostly with academic degrees). If required by the army, they are assigned officer functions . The Military Service Ordinance (Appendix 1 MDV) describes this process as an appointment - in contrast to promotion , which describes the transfer of a higher degree after completing the relevant military cadre school.

Rights and obligations

The rights and duties of a specialist officer are identical to those of a career officer in the same function ( lieutenant to colonel ). He / she receives a functional salary according to the grade level. Specialized officers have to perform all courses and assignments associated with their function and division, with the exception of training services for a higher degree. As specialists, however, they only do a maximum of 300 training days (i.e. WK days with the assignment information).

In the Swiss Army, specialist officers take on specialist functions such as press and information officer (PIO), tactical fighter controller for military air traffic control (ATC), operator, head of personnel (S1), legal advisor, etc.

Legal provisions

Art. 104 Military Law (MG)stipulates

1 NCOs, private and soldiers with special knowledge can be entrusted with officer functions if necessary. They have to provide the related services, with the exception of training services for a higher degree or a new function.

2 They are appointed as specialist officers and have the same rights and duties as officers in the same function.

3 The Federal Council determines the functions that can be transferred and regulates the conditions for appointment.

4 If the officer function is no longer exercised, the appointment as a specialist officer is generally retained. The Federal Council determines the exceptions.

United States of America

In the United States Navy there is also a “specialist officer”, he is referred to as a “limited duty officer” and his career corresponds roughly to the German “officer of the military technical service”, but has no management function.

United Kingdom of Great Britain and Northern Ireland

In the Royal Navy , the specialist officer is referred to as a "Special Duty Officer".
