The Federal Agency for Government Telecommunications and Information ( FAPSI ; Russian: Федеральное Агентство Правительственной Связи и Информации - ФАПСИ) was created as an independent news service as part of the unbundling of the Soviet KGB in 1991 from parts of the eighth headquarters (Government Telecommunications Administrations) and the first headquarters (Foreign Intelligence ) and the 16th administration (radio reconnaissance). In 2003 this Russian intelligence service was disbanded.

FAPSI was responsible for the government's telecommunications system, the security and encryption of its own telecommunications and interception and decryption of third-party telecommunications, primarily political and economic information acquisition. From autumn 1993 FAPSI was also responsible for issuing licenses to commercial providers of telecommunications services.

In the course of the intelligence reform in 2003 , it was dissolved by decree of Russian President Vladimir Putin . The FAPSI departments of the range information acquisition were in the domestic intelligence ( FSB integrated), the government telecommunications under the department name SSSI (Russian: Служба специальной связи и информации, Спецсвязь России) the message service of the President ( FSO assigned).

FAPSI based its tasks and organization on the US National Security Agency . Her duties included providing and securing sensitive telecommunications infrastructures for government, politics, intelligence services, the defense industry, the military and embassies. It operated foreign espionage through its own listening stations at home and abroad, was the supervisory authority for Russian Internet providers (licensing), developed, tested and approved special technology for the national telecommunications sector, monitored the Russian Internet with the SORM -I / II system, saved and analyzed data with the SOUD system ( Echelon -Pendant), decrypted and encrypted messages, trained staff at its own special schools and supported all other Russian intelligence services in technical questions of radio and radio reconnaissance.
