Fire brigade in Liechtenstein

The fire brigade in Liechtenstein is basically the responsibility of the municipalities . These delegate fire fighting to volunteer fire brigades , which are organized in the form of associations . However, the financing of the equipment and materials as well as the personal equipment of the fire fighters remains with the respective municipality.

In principle, every citizen of Liechtenstein between the ages of 18 and 60 is required to fire a fire . However, this obligation only applies if there are not enough volunteers for this task. This never happened in Liechtenstein because there have always been enough volunteers for these tasks. A total of around 600 men and women do voluntary service. In addition to the voluntary fire brigades, there are several company fire brigades in Liechtenstein and a base fire brigade in Vaduz , which is financed by the state government .

The fire brigade emergency number is the emergency number 118 , as in Switzerland . The fire brigade associations have merged to form the Liechtenstein Fire Brigade Association, and the company fire brigades to unite the Liechtenstein company fire brigades. As of 2019, there are eleven municipal fire departments and five company fire departments in Liechtenstein.

The basic and advanced training of the fire brigade forces is organized and carried out nationwide. To this end, the state government recruits experienced officers from the fire brigade associations and the company fire departments, whom it employs as instructors on a part-time basis. The instructors are subordinate to the Office for Civil Protection. The ordinance on the training and inspection of fire brigades from 1995 regulates their use. The training takes place in the premises of a community fire brigade and has a modular structure. The training concept is based on the regulations of the Swiss Fire Brigade Coordination (FKS). As of 2019, there are 22 part-time trainers in Liechtenstein. These are trained in Switzerland. The training courses are aimed at simple members of the fire brigade associations (soldiers), group leaders and officers. Courses for members of youth fire departments are also offered.

The Office for Civil Protection operates a modern heat acclimatization system and a fire simulation system in Vaduz for practical exercises . They allow a variety of realistic exercises to be carried out and are fueled with natural gas or wood. The fire brigade law stipulates that municipal fire brigades must schedule at least eight exercises a year. The exercises must be spread over the year. Most of the time, the clubs also offer their own theoretical training courses, usually two hours in one evening on a specific topic, and carry out significantly more exercises. In Vaduz, for example, the association offers between 30 and 40 exercises or training courses for its members each year.

Legal basis

The fire service in Liechtenstein is regulated by the Fire Service Act (FWG) of May 16, 1990. Article 4 states that the Liechtenstein government is responsible for the supervision of fire services . Article 6 stipulates that every municipality has to issue fire fighting regulations. This regulates the existence and organization of the fire brigade and is subject to government approval. The law also regulates the tasks of fire departments. This includes preventive and defensive fire protection , technical assistance, environmental protection and disaster control . The tasks of the base fire brigade are road rescue , operation of an aerial rescue vehicle and a large mobile fan as well as parts of the radiation brigade (measuring vehicle).

The first fire brigade law of Liechtenstein was the fire police law of 1864. It obliged every municipality to introduce a fire fighting team. The fire extinguishing regulations of the state parliament declared all male residents from 16 to 60 years of age as compulsory for service. They were divided into different fire fighting teams and were required to take part in exercises and fire fighting operations. The fire extinguishing regulations required the municipalities to purchase a fire engine within two years. The first voluntary fire brigade association was founded in Eschen-Nendeln in 1867 . The youngest and smallest fire brigade in Liechtenstein is the fire brigade association in Planken, founded in 1962 . The concept of the voluntary fire brigade was adopted by the Austrian Empire and is in contrast to the concept of the mandatory fire brigade in Switzerland.

Fire department in the community

Just as in municipalities in Germany and Austria , the fire brigade associations participate in social activities of the municipalities and are firmly integrated into the cultural life of a municipality. They represent an enrichment of the village life.

The fire brigade emergency number 118 is queried by the State Emergency Call and Operations Center of the Liechtenstein State Police . The operations center alerts the company and community fire departments. The Liechtenstein National Police is connected to the Swiss Polycom radio system . In the past, the emergency number 118 was canceled several times. The fire brigade had to keep the depots manned as it was no longer possible to raise alarms via telephone or cellular phone, and the police had to patrol the whole country and watch out for fires. The fire brigade sirens are controlled by the Swiss Polyalert system.

In some areas, the Liechtenstein fire services work closely with the fire services of the canton of St. Gallen . This particularly applies to NBC protection . The Vaduz base fire brigade does have a radiation measuring vehicle . The fire brigade in Buchs in the St. Gallen Rhine Valley is regarded as the actual ABC brigade , but it in turn receives support from the professional fire brigade at Kloten Airport ( Canton of Zurich ).
