Francis R. Smith

Francis Raphael Smith (born September 25, 1911 in Philadelphia , Pennsylvania , †  December 9, 1982 there ) was an American politician . Between 1941 and 1943 he represented the state of Pennsylvania in the US House of Representatives .

Career

Francis Smith attended the public schools of his home country and then until 1929 the Roman Catholic High School , also in Philadelphia. This was followed by studies at Saint Joseph's College there until 1933 . Eventually he studied law at Temple University until 1938 . He served as a bank auditor for the Pennsylvania state government in 1938 and 1939. At the same time he embarked on a political career as a member of the Democratic Party . In 1938 he ran unsuccessfully for the House of Representatives from Pennsylvania .

In the 1940 congressional election , Smith was elected in the fifth constituency of in the US House of Representatives in Washington, DC , where he succeeded Republican Fred C. Gartner on January 3, 1941 . Since he was not confirmed in 1942, he could only complete one term in Congress until January 3, 1943 . This was shaped by the events of the Second World War .

Between 1943 and 1945, Francis Smith was US Marshal for the eastern part of the state of Pennsylvania; from 1945 to 1952 he was head of the Philadelphia tax department. Afterwards he was state commissioner for insurance between 1955 and 1963. From 1965 to 1968 he served as the local Democratic Party leader in Philadelphia. He was also a member of a commission to amend the city's tax law. Francis Smith died on December 9, 1982 in Philadelphia, where he was also buried.
