Franck Mwe di Malila (born January 22, 1968 in Kinshasa ) is a Congolese politician and since April 30, 2019 interim deputy prime minister and deputy foreign minister of his country. He is an advisor and son-in-law of the former Congolese Senate President Léon Kengo Wa Dondo . He was Vice Minister for International Relations and Regional Integration and Vice Minister for Planning and Minister for Tourism. It comes from the Mwe-di-Malila family, which are among the most famous families of Kinshasa , Bas-Congo and Cabinda . “Mwe di”, a title of nobility , comes from the term Mwene ( Kikongo ), the traditional title of the rulers and princes of the Congo Empire .

biography

Childhood and youth

Franck Mwe di Malila grew up in the capital of the Democratic Republic of the Congo , Kinshasa , and Belgium. His father is a native of the Congo and Switzerland real estate entrepreneur, President of the Woyo -Allianz and football functionary of the football club L ' AS Dragons , Edouard Lendje Héritier Mwe di Malila Apenela . He attended the Lycée Français de Kinshasa primary school and then the Ecole des Carrières in Soignies in Belgium . He studied humanities at the Collège Saint Vincent de Soignies and graduated from the College CERIA de Bruxelles with a degree in business administration, organization and development, where he graduated with a diploma.

From 1992 to 1994 Frank Mwe di Malila was responsible for the administration division at Exxon in Kinshasa. Subsequently, from 1994 to 1997 he was managing director of the company Zaire Technical Service.

In addition to his activities as a company manager, from 1993 to 1997 he was a private advisor to the director of the Congolese cabinet of the Republic under Mobutu . Since 2007 he has been working with the Senate President, Léon Kengo . He is married to his daughter, Marie-Claire Kengo. They have three children together who grew up in the Congo and Belgium. The marriage of the politically motivated Franck Mwe di Malila resulted in an intensive collaboration between him and his father-in-law. This made him the personal advisor to the incumbent Senate President, a role he will maintain until he joins the government.

Technical Secretariat of the Concertations nationales

On August 8, 2013 he was elected, among other things, as a member and advisor to the Technical Secretariat. The Technical Secretariat is part of the Concertations nationales, which is chaired by the Presidents of both chambers in Parliament, Léon Kengo wa Dondo and Aubin Minaku. The secretariat consists of a coordinator, his deputy, 14 thematic advisers and two financial advisors. According to an announcement by President Joseph Kabila in December 2012, the national consultations should create “national unity” in the face of the war in North Kivu . In June 2013 he signed an order to form such a concertation and entrusted its establishment and administration to the presidents of both houses of parliament.

Franck Mwe di Malila is in a legal dispute with his family or 15 siblings. The subject of the legal dispute is the estate of his father, who died on June 7, 2014 and who after his death left his numerous children with a large real estate empire. At a public hearing on February 4, the Kinshasa Gombe Supreme Court ruled only four children, including Franck Mwe di Malila, as legitimate heirs. 15 other potential heirs had appealed against the judgment and appealed against it. The aim is to have this judgment reversed. The quartet is accused of having deceived the court using forged papers. After the family's local council meeting on August 17, 19 children were identified as legitimate heirs, and the four oldest brothers were only provisionally recognized as legitimate heirs and were intended to represent the remaining heirs.
