During his time as district manager, which lasted until 1983, there were numerous tough collective bargaining negotiations in the metal industry. In the early autumn of 1973, after a great wave of wildcat strikes in the metal industry, Franz Steinkühler organized his first strike for the humanization of work. a. included the "stone cooler break" named after him for piecework workers. In the spring of 1978, a successful strike to protect against rationalization followed.
In October 1983 Steinkühler was elected second chairman of IG Metall. The previous incumbent Hans Mayr succeeded Eugen Loderer as chairman. During this time, in 1984, Franz Steinkühler organized his most important and most sustained strike, for the enforcement of the 35-hour week.
In October 1986, Mayr decided not to run again for reasons of age, and Steinkühler was elected chairman. As head of IG Metall, Steinkühler showed a willingness to compromise in the collective bargaining negotiations. Nevertheless, in 1990 he succeeded in introducing the 35-hour week in stages .

Suspicion and resignation
Steinkühler was re-elected as chairman of IG Metall in 1989 and 1992. In May 1993, however, he was suspected of having used his position as a member of the supervisory board of Daimler-Benz AG for insider trading . Under the impression of criticism, he resigned on May 25, 1993 from the post of IG Metall chairman. Klaus Zwickel was elected as his successor .
More revelations
Since his resignation, Steinkühler has worked as an asset and management consultant. It hit the headlines again in 1996 when an IG Metall investigation commission chaired by Horst Henrichs , then President of the Frankfurt Higher Regional Court , came to the conclusion that Steinkühler had bought the trade union headquarters in Frankfurt-Niederrad far too expensive. IG Metall later waived an initially considered action for damages against Steinkühler; it soon hit the headlines when it became known that the chairman of Henrichs' investigative commission had received DM 1.35 million for his work.
