Franz August Wilhelm Winter (born October 11, 1860 in Frankenhausen ; † February 13, 1920 there ) was a German politician ( SPD ). He was a member of the state parliament of Schwarzburg-Rudolstadt and the first social democratic president of a German state parliament.

Life

Winter, son of a worker, learned the basket maker trade . He worked as a haberdashery dealer in Frankenhausen from 1896 to 1910 and was the managing director of the consumer association in Frankenhausen from 1910 to 1920 . Shortly before his death, he still acted as head of the district welfare office and as head of the official welfare office for war victims and survivors in Frankenhausen.

Since 1888, Winter was one of the leading party officials of the SAPD and SPD in Frankenhausen. In 1892 he became chairman of the SPD constituency organization Schwarzburg-Rudolstadt. He was a delegate at the Erfurt party congress of the SPD and at the party congresses in Gotha in 1896 , in Hamburg in 1897 , in Dresden in 1903 , in Jena in 1905 and in Nuremberg in 1908 .

From 1892 to 1919 Winter was a city councilor and from 1902 to 1905 chairman of the trade union cartel in Frankenhausen. In November 1918 he was elected to the workers 'and soldiers' council of Frankenhausen. From November 1899 until his death in February 1920 he was a member of the state parliament of Schwarzburg-Rudolstadt. From November 1902 to December 1905 he was Vice President of the Landtag. On February 23, 1912, he was the first Social Democrat in Germany to be elected President of a state parliament. He held this office until his death.

Winter was buried in the Frankenhausen cemetery.
