Güneş Taner

Güneş Taner (born November 14, 1949 in Istanbul ) is a Turkish politician. He was acting minister of defense in his country and in the cabinet of Mesut Yılmaz as minister of state for economic affairs.

Life

Güneş Taner was born in 1949 to Cengiz Tahir Taner and his wife Süheyla. He studied civil engineering at the Yıldız Teknik Üniversitesi and literature at the Istanbul Üniversitesi . He earned a Masters in Industrial Management from the State University of New York Polytechnic Institute . Taner was a manager at Citibank .

Taner was political advisor to the Turkish Prime Minister and was one of the founders of the Anavatan Partisi (ANAP). In the parliamentary elections in Turkey in 1987 he was elected MP for Istanbul in the Grand National Assembly of Turkey and was confirmed in the elections in 1987 , 1991 , 1995 and 1999 .

In 1990 Taner took over the post of Minister of Defense in the cabinet of Yıldırım Akbulut and was in office from October 19-28, 1990. He was Minister of State for Economic Affairs in Mesut Yılmaz's cabinet and served from June 30, 1997 to November 25, 1998.

Türkbank scandal

The first Turkish private bank, Türk Ticaret Bankası (Türkbank), was placed under state control in May 1994 after it was threatened with bankruptcy due to the Turkish financial crisis. Most of the shares in the bank took over the Turkish deposit insurance fund ( Turkish Tasarruf Mevduatı Sigorta Fonu , TMSF), in order to then sell them in a public auction.

Entrepreneur Korkmaz Yiğit won the tender for 600 million US dollars. The recordings of four telephone conversations between him and the Turkish mafia boss Alaattin Çakıcı about the auction became public and caused a scandal when MP Fikrit Saglar handed the talks over to the press and the President of the National Assembly. This also captured politics because Yiğit disclosed details about his relations with Prime Minister Mesut Yılmaz and the responsible minister Güneş Taner in a video tape. Yiğit said that Yılmaz and Taner encouraged him to buy Türkbank and offered him loans from other state banks to finance the purchase. Çakıcı is said to have threatened competitors for the bank shares.

The successful bid was canceled, the sale stopped, and Çakıcı and Yiğit were arrested. The Yılmaz coalition was voted out of office by a vote of no confidence on January 11, 1999. A parliamentary investigation report that jointly accused Yılmaz and Güneş of bid manipulation became obsolete because new elections were held. After the parliamentary elections in 2002 , a new committee of inquiry was established to confirm the allegations against the two politicians and to propose that Yılmaz and Taner be tried in the Turkish Constitutional Court (Türkiye Cumhuriyeti Anayasa Mahkemesi). The Criminal Court ( Yüce Divan ) found Yılmaz and Taner guilty of breach of duty under Article 205 of the Turkish Criminal Code in its judgment of June 23, 2006. The sentences were not carried out in accordance with applicable law.

Awards

The Russian Plekhanov University of Economics in Moscow awarded him an honorary doctorate.
