The municipality of Budva ( Montenegrin Општина Будва Opština Budva ) is a municipality in Montenegro . The administrative seat is the main town Budva .

The 2011 census found that Budva had a population of 19,218. Of these, 9,262 (48.19%) identified themselves as Montenegrins and 7,247 (37.71%) as Serbs .
