List of municipalities in Montenegro
The list of municipalities in Montenegro provides an overview of the development of the population of the larger towns and of all municipalities in Montenegro .
Municipalities by population
Montenegro is divided into 24 (large) municipalities ( opštine , Sg. Opština ). In addition to the eponymous place of the municipality, these also include its surroundings with other localities.
In 2013, a new Petnjica municipality was spun off from Berane municipality .
In 2014 Gusinje became an independent municipality. Most recently, in 2018, Tuzi became an independent municipality, separated from the municipality of Podgorica .
The following lists the 21 old municipalities with the results of the population censuses (VZ) of March 31, 1981, March 31, 1991, November 1, 2003 and April 2011. The area and population density of the communities are also given.

The following table contains all places with more than 2000 inhabitants, their names in German transcription and in Cyrillic as well as the results of the population censuses (VZ) of March 31, 1981, March 31, 1991 and November 1, 2003 as well as a calculation for the 1st January 2008. The parish to which the place belongs is also listed. The population figures refer to the respective settlement in the narrower sense, not to the city or municipality in the political sense.
