The municipality of Ulcinj ( Montenegrin Општина Улцињ Opština Ulcinj , Albanian  Komuna e Ulqinit ) is a municipality in Montenegro . Its administrative seat is the city of Ulcinj .

The municipality is located in the very south of the country between the Adriatic Sea in the southwest and the Rumija mountain range in the north. In the northwest it borders on the municipality of Bar , in the east on Albania . The river Bojana forms the border here. In the river mouth is Ada Bojana , the largest island in the country. Ulcinj is one of two municipalities in Montenegro in which Albanians make up the majority of the population. In addition to Montenegrin , Albanian is an official language with equal rights .

The 2011 census showed a population of 19,921 for the municipality of Ulcinj. Of these, 14,076 (70.66%) described themselves as Albanians , 2,478 (12.44%) as Montenegrins , 1,145 (5.75%) as Serbs , 770 (3.87%) as ethnic Muslims and 449 (2.25%) ) as Bosniaks . In addition, there are fewer members of other ethnic groups (e.g. Roma ) and identities (e.g. “Serb-Montenegrins”).

The largest religious community is formed by the Muslims with 14,308 members (71.82%)  , followed by the  Orthodox Christians  with 2,964 (14.88%) and the  Catholics  with 2,196 (11.02%).
