The community administration association "Eastern Schurwald" is a community administration association (GVV) in the district of Göppingen in Baden-Württemberg . Members of the association are the communities of Adelberg , Birenbach , Börtlingen and Rechberghausen ; the seat of the association is Rechberghausen.
In 1971/1972 the municipalities of Adelberg, Birenbach, Börtlingen and Rechberghausen came together in a voluntary agreement to form the municipal administration association “Eastern Schurwald” to deal with matters and tasks whose joint regulation or implementation is economically, administratively or politically expedient.
This municipal administration association performs the following tasks for the municipalities involved:
Legal completion tasks:
- the technical matters in the binding land-use planning and the implementation of land planning measures as well as measures according to the Urban Development Act
- the planning, construction management and local construction supervision in building construction and civil engineering projects,
- the maintenance and development of the second-order waters,
- the tax, cash and invoice transactions.
Further completion tasks:
- the processing of personnel matters of the member communities (salary, remuneration and subsidy calculations),
- the publication of a common gazette,
- the tasks of the local police authority in the field of administrative offense law.
Instead of the member communities, the association fulfills the following tasks on its own responsibility (fulfillment tasks):
- the preparatory construction planning,
- the tasks of the carrier of the road construction load for the communal roads,
- the tasks of the school authority for the secondary school and secondary school within the meaning of the School Act for Baden-Württemberg,
- the task of the expert committee according to the Federal Building Act.
The main body of the association is the association assembly, which consists of the mayors of the association communities and four other representatives from each member community. In addition to the association assembly, there is a board of directors. The chairman of the association is elected from among the mayors of the municipalities involved.
The local government association is named after the virgin forest .
