In the congressional elections of 1906 Kipp was elected to the US House of Representatives in Washington, DC in the 14th  constituency of Pennsylvania , where he succeeded Republican Mial Eben Lilley on March 4, 1907 . In the elections of 1910 Kipp was re-elected to Congress in the 14th district of his state, where he replaced Charles Clarence Pratt on March 4, 1911 , who had succeeded him two years earlier. He was able to exercise his mandate until his death on July 24, 1911. However, he died before the constituent session of the Congress elected in 1910.
