Gero Clemens Hocker (born June 30, 1975 in Bremen ) is a German politician ( FDP ) and economist . From 2009 until the dissolution of parliament in September 2017, he was a member of the Lower Saxony state parliament . Since September 2017 he has been a member of the German Bundestag and spokesman for the Agriculture and Food Committee of the FDP parliamentary group. On January 17, 2019, he was also elected President of the German Fisheries Association (DFV).

Life

Hocker graduated from high school in 1994 and then completed basic military service in the 323 Panzer Grenadier Battalion in Schwanewede . From 1995 to 1998 he trained as a bank clerk at Sparkasse Bremen . After completing his training, Hocker worked in marketing. From 1998 to 2003 he also studied economics at the University of Bremen . He then worked as a financial advisor at Nordwestfinanz Bremen until 2006.

From 2006 to 2007 he worked as a research assistant at the Institute for Institutional Economics and Innovation Economics at the University of Bremen. He did research in Alabama and Oregon and received his PhD. From 2007 to 2008 he was assistant to the CEO of AWD Holding AG in Hanover. Before he moved into the state parliament of Lower Saxony, where he succeeded when Philipp Rösler left on October 28, 2009, he worked at Allianz Beratungs- und Vertriebs-AG in Oldenburg.

Gero Hocker is an honorary member of the fishing club in Achim , where he has submitted his certificate of competence in the form of a fishing license. Among other things, Hocker is committed to nature conservation within the fishing club .

Political career

Hocker has been chairman of the FDP district association in Verden since 1998 . From 2000 to 2002 he was a member of the board of the Lower Saxony FDP regional association . He was also a councilor for the city of Achim from 2001 to 2008 .

From October 28, 2009 to 2017, Hocker was a member of the Lower Saxony state parliament. Within the FDP parliamentary group, he was the environmental policy spokesman. Since 2010 he has also been a member of the board of the Lower Saxony FDP. From May 2015 to April 2017 he was an assessor in the FDP federal executive committee .

From 2012 to 2018 he was General Secretary of the FDP Lower Saxony. In April 2018 he was elected as a member of the state executive committee.

In the 2017 federal election , Hocker stood for the FDP in the federal constituency of Osterholz - Verden and was elected to the 19th German Bundestag via the Lower Saxony state list of the FDP . Within the parliamentary group of the FDP in the German Bundestag, Hocker is the spokesman for agriculture and food and is a deputy member of the committee for transport and digital infrastructure .

Political positions and controversies

Hocker repeatedly expressed “climate-skeptical” theses. In a state parliament speech on October 31, 2013, he was critical of the red-green state government's climate policy and questioned man-made climate change . He justified his stance with the (false) argument that Greenland was free of ice 1000 years ago. The climate researcher Georg Hoffmann then called Hocker "Climate mock of the month" on the ScienceBlogs platform .

Hocker supports the motion of the FDP which demands: Organizations that tolerate criminal offenses, call for them or try to justify them afterwards, should the non-profit status be withdrawn. In an interview with the taz he said: "I believe that this puts the ax to the rule of law when private-sector organizations take over functions that should actually be taken over by the veterinary authorities". In the German Bundestag, Hocker claimed that film material from animal stalls was “almost always manipulated” and “in 99 percent of the cases it did not depict reality”. When asked by the ARD, his office initially stated that the animal welfare organization Peta had to admit manipulations. When asked what the manipulations were, it was stated that recordings from a zoo had been edited and accompanied by music. In response to the objection that this did not mean that “99 percent of the cases were manipulated”, it was based on the fact that Hocker generally referred to the “type of presentation: quick cuts, dramatic music”. Hocker continued to claim that recordings from animal stalls were "hawked" on TV channels, but could not give any examples. His office stated that the recordings allegedly resulted in "increasing donations" and admitted that "it was not known" whether money was flowing.

In August 2020 it became known that Hocker employees had founded a company through which lobbyists could book “Facebook Live” talks with Hocker on his profile for several thousand euros. The lobbyists did not have to fear critical questions, but were fed with key words in order to be able to position their agenda accordingly. Later Hocker's speeches showed a considerable proximity to the lobbyists from the tobacco industry or the fertilizer industry who spoke there.
