Certificate of proficiency

The certificate of proficiency or certificate of competence ( SKN ) is a personal certificate for the proven knowledge and expertise for the performance of a certain activity. Such proof is often the prerequisite for the independent exercise of licensed or regulated trades .

The evidence is often combined with a theoretical and practical test (competence test, Austria: qualification test ) or they are part of a professional qualification , i.e. H. they are deemed to have been met if certain vocational training courses have been successfully completed and / or additional qualifications have been acquired.

Many certificates of proficiency are also linked to age restrictions (“necessary maturity”) or medical examinations to test physical aptitude (e.g. eye test). Often a certificate of competence has to be renewed at regular intervals.

The master craftsman's certificate is referred to as a major certificate of proficiency if it is required for the independent management of a craft business, and as a minor certificate of proficiency if it is a prerequisite for training.

Proof of qualification can be requested from a government agency (via legal standards, such as the StVG) or from other interested parties (donors, customers, etc., e.g. via contracts).

It can be a mandatory requirement ( admission requirement ) for performing a certain activity or it can have a more informal character (e.g. as a requirement for a manufacturer to be allowed to advertise its products, e.g. in the hairdressing trade, etc.).

It can be general (e.g. "Applies to all public roads and all vehicle types") or specific (e.g. "... is authorized to operate the forklift from manufacturer XY, type ABC on the premises of LMN company") .

And it can be subject to a fixed curriculum, up to and including training courses and examinations that have to be approved by defined and verified bodies. Or it can be more informal (e.g. submitting a work sample).

A certificate of proficiency should be available in writing, but it can also be given orally or through an action (e.g. placing an order).

Examples

The most well-known certificates of proficiency are the state permits, such as a driver's license (driving license for motor vehicles), flight license or motorboat license (keyword: public transport).

In the private sector (industry, trade, etc.), other “driver's licenses” have become established (e.g. the “ forklift license ”). Since these are not government documents, these "certificates" are, more precisely, "machine operator certificates" (such as the " chainsaw license "). Type-independent evidence (e.g. "forklift license") with type-related (instruction e.g. in a specific forklift type) and situation-related evidence (instruction e.g. in the special features of a location) and an "operator permit" for the respective order or employer (commissioning). Sometimes all of this evidence is managed in one document (e.g. safety pass, or if the forklift license can also include employer and forklift type (s)).

The "welding license" is a certificate of competence in which the suitability for a certain "work process" is proven. In addition to the safe handling of the welding machine (including the type specification as with the machine operator's license), the correct implementation of the "welding task" is in the foreground. This is to prevent a welder from producing improper errors in safety-relevant weld seams (e.g. material changes at excessively high welding temperatures), which is why this certificate must be repeated at regular intervals.

In the retail trade , a certificate of competence is required for the sale of certain product groups such as over-the-counter drugs , pesticides and other hazardous substances, as well as in the pet shop with live animals.

All chamber professions require certain exams to be taken. Tax consultants have to pass the examination according to § 37 StBerG before the appointment . Admission to the examination is linked to further requirements. After passing the examination, the applicant is appointed as an auditor upon request by handing over a certificate issued by the Chamber of Public Accountants (§ 15 WiPrO ). Admission to the examination as well as the appointment are linked to further requirements (see, for example, WiPrPrüfV examination regulations for auditors according to §§ 14 and 131l of the Wirtschaftsprüferordnung §§ 8, 16 WiPrO). Other chamber professions in this sense are architects and lawyers .

In the academic health professions , the qualification certificate is called Approbation and is, such as B. with teachers, combined with the state examination .

The " dog driving license " is supposed to prove that a dog owner has his animal under control in everyday life and that his dog does not endanger people or other animals.
