The law on protection against conversion treatments is a German federal law. It represents the execution of conversion therapies to minors and full-year olds who have not effectively agreed, under penalty ( § 2 ). It also prohibits public advertising for, as well as the public offering and mediation of conversion therapies ( Section 3 ). Providing conversion treatment to a minor is in principle punishable as an aid to carrying out the treatment in accordance with Section 27 of the Criminal Code in conjunction with Section 5 (1) if the conversion treatment was carried out.

The World Health Organization (WHO) has declared that homosexuality and transgender are not a disease and there is no indication for "treatment". Since 1991 homosexuality has not been listed as a mental disorder in the WHO classification (ICD-10) , and transsexuality was removed from the list of mental illnesses in May 2019. In 2013 the World Medical Association condemned so-called conversion therapies as a violation of human rights and as incompatible with the ethics of medical practice. In 2014, the German Medical Association warned of the negative effects on health.
