Giovanni Alemanno (born March 3, 1958 in Bari ), called Gianni Alemanno , is an Italian politician of the right and national-conservative spectrum. In Silvio Berlusconi 's second and third cabinets, he was Italian Minister of Agriculture and Forestry (2001-2006). From 2008 to 2013 he was mayor of Rome .

Political career

Gianni Alemanno is the son of an army officer, the family often moved during his childhood. From the age of 12 he grew up in Rome, where he attended the Liceo Augusto Righi in the Ludovisi district . Early on he was politically active in the Fronte della Gioventù , the youth organization of the neo-fascist Movimento Sociale Italiano (MSI-DN). During this time he was arrested several times, including in connection with an assault on a left-wing student in 1981 and an attack with a Molotov cocktail on the Soviet embassy in 1982. For the latter he was imprisoned for eight months. In the Fronte della Gioventù he was initially Roman provincial chairman before he took over its national chairmanship from 1988 to 1991 and Gianfranco Fini succeeded in this office .

In 1990 Alemanno was elected to the Regional Council of the Lazio Region and in 1994 to the Chamber of Deputies for the newly formed Alleanza Nazionale (AN) . Together with other leaders of the MSI-DN, he carried out the so-called “Wende von Fiuggi” ( svolta di Fiuggi ) in 1994 and 1995, which meant a turn away from explicit fascism in favor of right-wing conservative politics. Nonetheless, Alemanno joined the Cantiera Italia (“construction site Italy”) or Destra sociale (“social rights”) wing within the new party , who wanted to preserve as much of the former MSI as possible, most strongly attached to movement fascism and least to one Opening up the party was ready. Alongside Francesco Storace , Alemanno was the most important exponent of this trend. Together with Storace he also publishes the monthly magazine Area on politics and culture.

Minister of Agriculture and Forestry

After his re-election as MP in 1996 and 2001, Silvio Berlusconi appointed him in June 2001 as Minister of Agriculture and Forestry in his government, which was in office until May 2006. At the same time, Alemanno completed a degree in environmental engineering at the University of Perugia , which he graduated in 2004. From 2004 to 2005 he was also deputy chairman of the Alleanza Nazionale .

Mayor of Rome

For the center-right alliance Casa delle Libertà Alemanno ran in the local elections in 2006 for the office of Roman mayor against Walter Veltroni , to whom he was clearly defeated with 37.1% against 61.4% of the vote.

Two years later he appeared again, this time for the Popolo della Libertà (PdL). He received 40.7% in the first ballot behind Francesco Rutelli from the PD with 45.8%, but was able to prevail in the runoff election on April 27 and 28, 2008 against Rutelli with 53.7%. His election victory was recognized by some supporters, including skinheads , with the Roman salute and “Duce! Duce! ”- shouts celebrated. When asked about this, Alemanno said: “It makes me laugh when people call me 'Duce'. I'm not fascist at all and I think that word belongs in the history books today. I've learned to hate all forms of totalitarianism, be it from the right or from the left. ”Even as mayor, Alemanno always wore a pendant in the form of a Celtic cross around his neck, a popular symbol among Italian right-wing extremists. According to Alemanno, it is a souvenir that he received from a fallen comrade who was killed in a demonstration.

His tenure was overshadowed by numerous corruption scandals. As Parentopoli the scandal was referred to, was accused in the Alemanno, to have former companion concerned regardless of their qualifications thousands of lucrative positions in urban factories. His re-election in 2013 was unsuccessful. In the runoff election on June 9th and 10th, he had to admit defeat to Ignazio Marino (PD) with only 36.1%.

Change of party from 2013 and corruption process

In October 2013 Alemanno left the PdL and founded the small party Prima l'Italia ("Italy first"), which, however, remained unsuccessful in the elections. In March 2014, Prima l'Italia joined the Fratelli d'Italia party , which is in the tradition of the former Alleanza Nazionale.

On December 2, 2014, it became known that the police were investigating Alemanno for alleged cooperation with the Mafia . He then announced his resignation from all political offices. In this context, he and his group Prima l'Italia also left the FdI. In November 2015 he founded the Azione Nazionale party , whose name alludes to the former Alleanza Nazionale (same abbreviation: AN) and which Alemanno then headed. The Azione Nazionale also enjoyed the support of the long-time Alleanza Nazionale chairman Gianfranco Fini , but did not achieve any electoral success.

On July 4, 2016, the trial against him began in a Roman court. He was accused of accepting a total of 125,000 euros in bribe from Salvatore Buzzi, exponent of the so-called Mafia Capitale . The Azione Nazionale merged in February 2017 with La Destra by Francesco Storace to form the Movimento Nazionale per la Sovranità (MNS; National Movement for Sovereignty), which Alemanno was in turn headed as "Secretary".

On February 25, 2019, he was sentenced to six years in prison for corruption and illegal party funding. The court was convinced that he had received 298,500 euros from Buzzi and his middlemen. This amount is subject to recovery. In addition, the court imposed an indefinite ban on Alemanno from exercising public offices. He appealed the verdict, but withdrew from politics “until he was acquitted”.

Private

From 1992 to 2017 Alemanno was married to Isabella Rauti, the daughter of right-wing extremist politician Pino Rauti . His wife temporarily separated from him in 1995 because he was going through the change from MSI to Alleanza Nazionale instead of remaining true to fascism like her father and she. But they made up again. Isabella Rauti belonged to the Fiamma Tricolore party founded by her father from 1995 to 2004 , before she also joined the Alleanza Nazionale.

They have a son, Manfredi Alemanno (* 1995), who was involved in the student organization of the neo-fascist CasaPound and who was elected to the student council of the Province of Rome in 2011. In 2013, two police officers, including driver Gianni Alemannos, were charged with forgery of public documents, favoring and failing to report, because four years earlier they had allegedly covered up a fascist attack on a party in which Manfredi Alemanno was involved as a 14-year-old.

Alemanno has been in a relationship with the 21 years younger lawyer and journalist Silvia Cirocchi since the end of 2017.
