Giovanni Kessler

Giovanni Kessler (born June 11, 1956 in Trento ) is an Italian lawyer and politician.

The son of the Trentino politician Bruno Kessler graduated from the Liceo Arcivescovile Humanistic High School in Trento and then studied law at the University of Bologna . From 1987 to 1995 he worked as a deputy public prosecutor at the Regional Court of Trento, where he investigated drug smuggling and organized crime in particular , as well as against politicians from Trentino in the course of the Tangentopoli affair in the early 1990s. From 1995 to 1997, when he worked for the Public Prosecutor's Office in Caltanissetta in Sicily, his work focused on investigations against the Gela Mafia ; During his time at the Bolzano Public Prosecutor's Office from 1997 to 2001, he dealt with offenses at the European level.

Kessler acted as an expert and advisor on the topic of Southeast / Eastern Europe and crime at Italian ministries as well as at the European Commission and the Council of Europe . In 1998 and 1999 he was Deputy Head of the Kosovo Verification Mission of the OSCE , for which he served in several election observation missions in the following years.

In 2001 Kessler was elected to the Italian Chamber of Deputies for five years for the Democratici di Sinistra , then part of the Ulivo alliance . From 2003 to 2006 he was Vice-President of the Parliamentary Assembly of the OSCE, from 2006 to 2008 High Commissioner of the Prodi government in the fight against counterfeiting. In 2006, Kessler's involvement in regional politics began, where he made a contribution to founding the Trentino section of the Partito Democratico (PD). In 2008 he was elected to the Trentino regional parliament and then its president. In the 2009/2010 term of office he was President of the Conference of European Regional Legislative Parliaments .

Despite his status as an exponent of an opposition party, Kessler received support from the Berlusconi government for his application for the post of head of the European Anti-Fraud Office (OLAF). On December 14, 2010, the European Commission appointed Kessler, who speaks fluent German and English, as the new OLAF Director General. On January 26, 2011, he resigned from the office of President of the Province of Trentino, on February 14, he also renounced his mandate.

On September 15, 2017, he submitted his resignation to the EU to become head of the Italian customs authority ( Agenzia delle Dogane ). Despite protests in parliament, the Italian government pushed through his appeal; he was appointed director on October 16.

Dalligate

As part of the resignation of Commissioner John Dalli in 2013, Kessler was accused of illegally bugging telephone calls and pressuring witnesses, among other things. Therefore, among others, the German MEP Ingeborg Gräßle (CDU) called for his resignation from the office of OLAF Director General.
