The 2018 gubernatorial election in the Krasnoyarsk Territory was the second election of the governor of the Krasnoyarsk Territory , a Russian federal subject in the Siberian Federal District , following the reintroduction of direct elections in the 2014 Krasnoyarsk Territory gubernatorial election . The election took place on September 9, 2018.
Starting position
On September 27, 2017, Governor Viktor Alexandrovich Tolokonsky , who was elected in 2014, announced his resignation. On September 29, 2017, President Vladimir Putin accepted his resignation and appointed Alexander Viktorovich Uss as governor ad interim. He was previously spokesman for the Legislative Assembly of the Krasnoyarsk Territory . Alexander Viktorovich Uss later confirmed his participation in the next gubernatorial election in September 2018. As early as 2002, he took part in the gubernatorial election and was defeated by Alexander Gennadiyevich Khloponin with 41.83% of the vote.
Electoral system
All citizens entitled to vote have one vote that they can give to one of the registered candidates. A candidate is elected if he receives more than 50% of the votes cast, i.e. an absolute majority . If no candidate receives this number of votes, a second ballot will be scheduled, in which the two candidates with the most votes from the first ballot will participate. In the second ballot, a candidate only needs to receive a relative majority to win the election. This case can occur because blank ballot papers also account for part of the overall result, so that both candidates receive less than 50% of the votes and, for example, 2% are blank ballot papers. In the first ballot, the blank ballot papers also make up part of the overall result, where an absolute majority is required, taking into account the blank ballot papers.
In order to register as a candidate on the ballot , you have to overcome the municipal filter. To do this, you have to obtain a specified number of signatures from members of the local parliaments in the region. These must come from different rajons and city districts .

The Communist Party of the Russian Federation planned to send its non-party candidate for the 2018 presidential election in Russia , Pavel Grudinin , to run for governorship, but eventually decided to refuse to vote.
