Markus C. Kerber

Markus C. Kerber (* 1956 in Bielefeld ) is a German lawyer and has been an adjunct professor for public finance and economic policy at the Technical University of Berlin since 2006 . In 1998 he founded the interdisciplinary think tank Europolis to work on the realignment of European regulatory policy.

Life

Markus C. Kerber studied law at Bielefeld University from 1975 and became a legal assessor on January 18, 1982 . From 1984 to 1985 he completed a specialist training in the field of tax reform and the reform of international capital and financial markets and institutions as well as foreign trade at the École nationale d'administration (ENA). 1986 Rigorosum and doctorate to Dr. jur. on the subject of company unbundling according to the GWB: a contribution to the dogmatics of § 24 VI, VII GWB from a competition, corporate and constitutional point of view .

From 1982 Kerber worked for the Federal Cartel Office in merger control as a councilor and in 1985 at the French Ministry of Finance in the competition and capital markets department. In 1986 Kerber became the European representative of the Federal Cartel Office and representative of the Cartel Office in the Advisory Committee of the European Commission on Competition Issues. From 1986 to 1989 he worked at Banque Indosuez in Paris, as head of the German business and from 1990 to 1991 at Bankers Trust International in London, as Head of European Equity Group.

Since 1991/92 Kerber has been working as a management consultant and lawyer in Berlin, Paris and London.

In 2001, the habilitation process at the Faculty of Economics at the Technical University of Berlin was completed with the thesis The displaced financial emergency - On the financial responsibility of parliament and government and the role of the federal government as guardian of financial sovereignty .

He is a member of the Clausewitz Society and a guest author on the Axis of the Good .

Political activity

On the occasion of the Euro crisis hit Kerber of 2012, the euro maintain indeed, but also a Northern Euro - Kerber calls him "Guldenmark" - as a parallel currency to introduce. This should be borne by countries with a current account surplus - specifically Germany, the Netherlands, Finland, Austria and Luxembourg. The Guldenmark could help to balance out differences in competition between north and south. On the other hand, he expressed doubts about proposals to introduce parallel currencies in Greece ("GEURO" or "New Drachma") and other troubled euro countries, as these would be weaker against the euro. At no time did this work in the long term.

Kerber has filed a constitutional complaint against the European Central Bank (ECB )’s current securities purchases . On August 15, 2017, the Second Senate ( headed by Andreas Voßkuhle, President of the Court ) announced that it would have these purchases examined by the European Court of Justice .

Teaching

From 1987 Kerber was a lecturer at HEC Paris and from 1997 guest lecturer at cedep - Insead , Fontainebleau. In 1999 he took on the position of visiting lecturer at the command academy of the German Armed Forces and headed the “ Armaments Procurement ” seminar . In the 2001/2002 winter semester, Kerber was given a teaching position ( institutional aspects of public finance ) at Bielefeld University and since 2006 he has been an adjunct professor at the TU Berlin, Faculty VII - Economics and Management, Institute for Economics and Business Law.
