The Office of the Trade Representative of the United States (English Office of the United States Trade Representative , USTR , former Office of the Special Trade Representative ) is under the executive branch of the federal government of the United States and is part of the Executive Office of the President . It is responsible for the United States' international trade policy.

The Trade Representative is appointed by the President with the approval of the Senate and has cabinet rank .

    • Since the early 1980s, the Trade Representative has played an important role in the expansion of intellectual property rights around the world and monitors the steps other governments are taking to protect intellectual property. The trade representative publishes the annual Special 301 Report , which examines the effectiveness of intellectual property rights in other countries. The countries are divided into the categories Priority Watch List , Watch List and / or Section 306 Monitoring . The legal basis is Pub.L. 93-618, 19 USC § 2242.
